Rather than waiting 24 hours for Outlook to update the Offline Address Book on its own, you can force an update via the Send/Receive menu button.

Is it something on Exchange Server 2007 that I need to correct? So, if I understand you correctly the server needs to be rebooted in order for the GAL to update on a system running Office 2007?
The users/dist lists I have created or removed have had more than 24 hours to propagate so I am sure it is not that.
